Achieving State Authorization
Due in part to the increased popularity of distance education, many states have prescribed an “authorization” process for out-of-state institutions delivering online programs to its state residents. States are attempting through these processes to ensure quality post-secondary education, to preserve the integrity of an academic degree and to instill greater consumer protection for their student citizens.
Authorization (sometimes referred to as “registration,” “licensure,” “approval,” etc.) indicates that certain minimum standards have been met by the institution under the laws and regulations of that state. Authorization does not constitute an endorsement of any institution, course or degree program. Credits earned at an institution do not necessarily transfer to all other institutions.
UWLA is developing a strategy for applying for the necessary authorizations in states outside of California. UWLA is taking the following steps:
- Tracking prospective and current students' programs, internships and other field experiences, and states of residence. It is important that we know where you are residing when you are taking courses, so be sure your address is up to date.
- Monitoring marketing and recruiting efforts of our online programs.
- Monitoring faculty hires in states outside of California.
State Authorization Reciprocity Agreement
The state of California does not participate in the State Authorization Reciprocity Agreement (SARA).
The State Authorization Reciprocity Agreement (SARA) is an agreement among member states, districts and territories that establishes comparable national standards for interstate offering of postsecondary distance education courses and programs. It is intended to make it easier for students to take online courses offered by postsecondary institutions based in another state. SARA is overseen by a national council and administered by four regional education compacts. Currently, 49 states and the District of Columbia are members of SARA. For more information on SARA, please visit www.nc-sara.org.
Professional Licensures/Certifications: SARA does not cover professional licensure issues. All jurisdictions have their own requirements for professional degrees that concern licensure/certification.
